Signs and Notices: Inadequate Signage of Temporary No Parking

My question involves a traffic ticket from the state of: California

My vehicle was towed due to a parking violation while the street I was parked on was being repaved. I found my car missing at 9:00 PM Friday, March 25 2016, so I am unsure when exactly the car was towed (I cannot contact the towing company at this time). However, I know that when I parked my car on the street the evening of Wednesday, March 23, there was no visible signage on the side of the street I parked on stating the temporary no parking laws. Upon returning this evening to see my car missing, I see a single sign, on the opposite side of the street (I would not have seen it driving the direction in which I was parked). The sign states that there should be no parking street-wide from 3/24 starting at 7 AM to 3/25 ending at 4 PM. It is my understanding that the signage must be posted at least 24 hours prior to when the law takes effect, and must be visible to oncoming traffic in the governing areas; only, I did not see the sign upon leaving my car on 3/23, less than 12 hours before the no parking took effect.

What I need:

- Am I correct in thinking that the signage was improperly posted, being that there was no signage on the oncoming side of the street I was parked and/or that it was not posted 24 hours in advance?

- If yes, is there a record kept somewhere of when and where signs were posted, so that I can obtain proof? I read that some cities require the signage to be inspected at least 24 hours before the temporary no parking takes effect. Is this the same in Anaheim? If so, where do I go about obtaining those records.

- If I was the victim of illegal towing, how do I go about getting my my car back and the fines dropped? (I'm 18 and my mother is in the hospital due to traumatic injury, I simply don't have the money to pay for these sorts of things.)

Any help will be greatly appreciated.
