Privacy: a Hippa Violation

My question involves public health law in the State of: Maine
I was recently fired from my job for a HIPPA Violation and I thought I had addressed it correctly.
My provider had asked me to call a few patients in for ranDom pill counts and urine drug screens. I had one particular patient that I could not reach by phone (she was known for not answering because she knew what we were calling for ) . I happen to look out the window and this patient was in a car in the parking lot. I went outside and jokingly made conversation regarding the weather to be personable, then I asked he through a cracked window if she minded if I spoke to her confidentially. She Said Okay And got out of the vehicle. I nicely requested/asked her per the dr request if she could bring her medication in later for a random uds and pill count. This patient came back later and reluctantly did both. Then later filed a report for a Hippa Violation stating that I spoke to her around others (yes her friend was in car, but window was up, n Noone else was around) and that because I approached her in parking lot that I was targetting her. I thought I had her butt and my butt covered by asking her if I could speak with her. She also was 15 pills short, was this a horrible mistake of mine or a pissed off patient because she had been caught
