Privacy: HIPAA Violations in a Hospital

My question involves public health law in the State of: Florida

Hi,
I’m writing a research paper on an ethical or legal issue in my workplace. I work in a hospital, so I choose HIPAA as my topic. A while ago the hospital I work at installed Care-view cameras in 4 hospital/patient rooms on each unit. There is a room in the hospital that has a large monitor that shows all 44 cameras throughout the hospital. If the patient tries to get out of bed the person monitoring the cameras sends a "safety alert" to every employee phone on that specific unit. They're meant for confused patients who are at risk for falling or hurting themselves and to eliminate taking staff off the floor to be a sitter (unless they're a Baker Act), however half of the time the patient that gets put in a Care-view room is alert, orientated, and independent because a Care-view room is all that's available. We have been instructed to not tell the patient they're being monitored, nor do they sign a consent form (regardless if they're confused or alert and orientated). If they notice the camera and say they do not want to be monitored, they are told that there isn't a way to just turn one of the cameras off, and they're left with 2 options, a.) to either be monitored even if they don't want to be, or b.) they can leave against medical advice. Every time the patient gets up, they send a "safety alert" (even if the patient is alert, orientated, and independent) They cannot sit on the edge of the bed to eat or take a bath (even if they are alert, orientated, and independent). If I am giving a patient a bed bath, I cannot close the curtain because it obstructs the cameras...like I said, even if I'm in the room. If the patient has a roommate and/or if the roommate has visitors (almost all of our hospital rooms have 2 beds and some of the rooms have 3 beds) I have to leave the curtain open while I'm giving them a bed bath or while they're giving themselves a bath because the curtain obstructs the camera. The cameras do not record, but just run for monitoring/safety. So, my question is, since there isn't any saved recordings, is this a HIPAA violation? Also, since we are told to not inform the patients they will be monitored and they do not sign a form, is this a violation of HIPAA even though the Careview cameras are meant to help keep patients safe? I would think it is a violation of HIPAA but I question it because I would think they would be forced to have consent forms. Thanks so much.
