My question involves a traffic ticket from the state of: IL

I am from Ohio and was on vacation in Illinois in February. I just today received a red light violation from the city of Chicago. It says I violated code 9102020. The photos CLEARLY show me stopping before the line. First photo shows time into phase 1.6 s, second photo shows 3.3s. This is a completely unfair ticket. There are no signs ANYWHERE stating "no turn on red". I doubt there's any way to fight this thing since they're obviously just trying to milk money from people, so my real question I guess is, what are the possible consequences for not paying the ticket, and is it advisable to not contest the ticket at all and act as though I never received it, legally? Or am I best suited to contest the ticket by mail, then deny payment if I were to still be found guilty of the offense? Thank you in advance for your time.
