Criminal Records: Can a Mugshot of a Minor be Published Online

My question involves defamation in the state of: Florida

My girlfriend was arrested a few years ago at the age of 16 for domestic battery. She is about to graduate nursing school, and her mugshot from this incident is one of the first images that shows on Google. The image and arrest information was posted by bailbondcity.com. She's concerned that this could potentially hurt her when searching for a job since employers will Google search new hires. Here's the issue I'm having though...she went through something in the state of Florida called a juvenile diversion. The purpose of a juvenile diversion for those who don't know is that all charges get expunged after the completion of some appointed classes, tasks, etc. There are no records of this arrest ANYWHERE except for the sealed file (and the website), which to my understanding could only be opened or seen under the most extreme cases. I'm curious if it is unlawful for them to have this information on their website? Especially since there are supposed to be no charges or trace of her arrest. The website is charging $75 to take information off their website, and I think that is ridiculous. In my opinion her, or myself should be able to contact them and have it removed free of charge.
