My question involves police conduct in the State of: Texas
Officer stops person, gives them a verbal warning. Officer walks away, Driver starts to drive off. Officer changes his mind. Re-stops Driver and gives him a citation for the same charge. I need case law that says this second stop was wrong. Preferably 5th Circuit, or SCOTUS.
