Use and Enforcement: Right of Way Guides for Grantees

My question involves real estate located in the State of: Pennsylvania

We recently purchased 6 acres of mountain ground that included a titled/deeded 50 ft right of way as said grantees. The right of way runs along side of the property owner's/grantors. The grantor is now using the right of way as a garbage dump area; placing a freshly slaughtered pig along the right of way, burning trash, using is as waste disposal area. We contacted the State Police in the matter, however since it is a civil matter their hands are tied. While the State Police did have a conversation with the grantor, he claimed it is his property and he can do whatever he wants. Is this the case? Can the grantor use the right of way as he personal waste disposal area? We are just beginning the construction of our home and about every week there is something new along the right of way. We have reported to our local township office, however their reply was they didn't want to be referrees between neighbors. There is an ordinance within the township prohibiting what the grantor is doing, however the township officials can't be bothered to investigate. The grantor openly admitted the slaughtered pig was placed there to scare us away, yet no officials wanted to be bothered after we reported it.

What are our rights as the grantees? Is there any that can be done to have him cease and desist? Is the grantor permitted to disrupt the right of way? We will be digging utility ditch along this right of way, we do have a utility right of way on file with the courts. The grantor has continually blocked, or disturbed the work that our excavator has done along the right of way; so much so that our excavator has to redo the work he had completed the previous day, costing us money.
