Establishing an Order: Can Grandparents Get Support from Absent Parent

My question involves a child custody case from the State of: PA


We are grandparents supporting our daughter and our grandson, the father used to live with us too but moved back home with his parents. Our daughter doesnt want to take him for support because she is worried about it hurting her relationship with the father because they are still dating. I was wondering if it is possible for we as grandparents to get child support from the absent parent?
