Rental Agreements: Landlord for a Bar I'm in Progress of Buying

My question involves landlord-tenant law in the State of: Washington

I'm under contract to buy a bar which has been long-standing for 37 years in the same location. I have put down earnest money and have gotten 90% of the way to fully purchasing the bar with regards to liquor licensing, health department inspections and have not signed but have chosen an insurance plan. The landlord for the bar has recently (within the past year) purchased the building that houses the bar, the landlords own small restaurant, a yoga studio, a coffee shop and 3 apartments upstairs. Our town has an exemption for the area where the bar is located for music during the hours of 7am to 1am. Yesterday (our closing date is the 16th) we were given a final "music addendum" to the lease which we have not signed. The addendum gives us the right to have amplified music on Tuesdays (a long-standing open mic night) and also on Friday OR Saturday of any week. The hours of music are from 9pm-11:30pm and once a month one of those Friday OR Saturdays may go as late as 1 am. We may also reschedule (not add) up to 6 nights to be a non Tues, Fri, Sat in the event of a holiday such as New Years, Halloween, St. Patricks, etc. The lease that the current owner is working with has music every friday and saturday until 11:30, one 1am show per month and the option to add 6 nights of non-weekend music events per year. I've been at the bar frequently on different nights of the week that I normally wouldn't go and twice seen the landlord go in to talk about the noise within the last month during occasions that I would not have considered to be out of line or excessively loud (and once during the "allowed" hours, the other time was an announcement over the mic ten minutes to 9)

Does a landlord have the right to be so detailed on the music hours of a bar especially considering the towns ordinances are in favor of music for the location?
