Loan Agreements: Taken Off Loan but Not Off Registration and Title

My question involves a consumer law issue in the State of: TN

Went with my daughter to buy her first car and the only way, at the time, was to put the loan (therefore registration / title) in a Her name or my name (so the registration reads "Jane Doe" or "Sucker Dad") and that is also how the loan read. At the time we opted to use "or" instead of "and" as she was 19 and wanted to give her the ability to make a change if she so desired without me present (she was planning to move out of state for school but that has since dropped). Since then she has gone to the bank, refinanced in her name only but as of the last time I was able to talk to her she refuses to take me off the title / registration. **Too much time to go here and there** and so forth. Now, she has stopped paying for car insurance and that is leaving me with the bill each month. Given my name is still on the title and registration, I have been told I must keep insurance on the car because if she is in an accident, I could be held liable. Therefore, trying to get off the title and registration but need a copy of the title and the plates from the car to go to the clerk to have changed.... but since I am not on the loan anymore, the bank will not help in getting me the documents I need to take to the clerks office to get off the title and registration. Also, since my daughter has opted to leave the house, and essentially "ran away" with no contact, left her phone and only took her car / clothes, I have no way to get the actual car or plates to take even if the bank would assist.

What are my options as carrying the car insurance for her is costly. She is now 20.
