Consumer Law Issues: How Can I Get a Call from a Disconnected Number

This is the 3rd time in the last 3-4 months that I've gotten a call from the same area code and prefix number, but I'm uncertain if the line numbers are the same or not as my "stupid phone" (AKA the MOST BASIC of ALL Trac phone models.) only keeps calls for 30-45 days before it kicks them out of its very short-term memory. I should have typed them into my computer, or texted them to me, saved in drafts, or something, but who knew? I never thought I'd receive a second one. A few days ago, a group of us were discussing cellphones, and it was mentioned how one of the women in our group had bought a phone on line. When she tried to use the phone she found out it had been "stolen".

They were talking about all the rip-offs, and I thought that maybe this is someone trying to steal my info, or is doing something illegal, so I reported this latest call to the FCC as an "Informal Complaint". HOW can they do this? Today, Feb 5, 2018, at 12:36p.m., I was in the bathroom brushing my teeth and when my phone rang, but by the time I got to the phone, it had stopped, so I called back the number. I got the recording, "BEEEEP! The number you have dialed is not in service." and the call disconnected. The number is 315-393-1889. Both the other numbers were ALSO 315-393-xxxx numbers. Who is this? How are they doing it? And most of all, Why? I've already been hit by scammers with the pop-up stating call 800# immediately as am infected with virus and computer will lock up. They said they were from HP and the second time was Microsoft.

The 1st time they got my banking info thru the debit card I gave and the tried to use my account, but my bank caught it and reversed charges and gave me a new debit card! Second time I was told $200 or else. No money, so they locked my computer. (went into my computer somehow, without my permission, and did something to it, even though I told him to get out of it, that he didn't have my permission.) Reset back to factory settings with HP's help, and hard lesson learned. SO this is why I ask IF this MAY BE ANOTHER type of a SCAM? Are these cyber terrorists at it again?
