Photo Ticket - Wife Got Ticket but Car is in My Name

My question involves a traffic ticket from the state of: CA

I'm trying to get clarification on the legality of a photo enforcement tech doing "research" to find the driver of the car. They seem to have access to DMV records. I share an address with my wife which is the only link since the car is in my name and we don't share the same name.

I was a little creeped out with the idea of a tech in Arizona looking through pictures of my family to find and identify the possible driver. Is this really legal? What is I lived in an apartment with 100 tenants. Would they all be subjected as possible targets?

I'm talking about rules of discovery. Just because they find the right person does not mean that it excuses the methods. (i.e. you need a warrant to enter a house or evidence is dismissed). Here we have the following issues. No description of how they found my wife. No description of who did the work to find her and the only reason she was found is based on photo comparisons based on circumstantial DMV data-mining. Keep in mind that these are not licensed private investigators NOR are they officers of the law.

Can a ticket be tossed out because the discovery process is questionable. (besides the entire photo-ticketing - private companies things being super shady to start with)
