Pennsylvania Parking Lot Accident and Ticket

My question involves an injury that occurred in the state of: Pennsylvania.

My girlfriend was backing out of a parking spot at a Vet Clinic the other week and hit a lady who had been standing with her back to the vehicle and her dog on a leash in the parking lot. My gf said she checked all mirrors and looked over her shoulder before backing out never seeing her. My girlfriend thinks the lady was walking her dog in the parking lot and stopped behind her with the dog right after she had checked her mirrors and proceeded to back out. She then heard the light thud and got out to find she hit a lady and the lady had fell over onto the ground.

Immediately my gf said she checked on her and she seemed fine. The lady also said she was okay. They did exchange info but the police weren't called at the site of the accident.

A few hours later the lady calls my gf and says she's reporting the accident and told her to get ahold of her insurance and lawyer. Another hour later the lady's daughter calls my gf and says she's taking her mother to the hospital to be checked for brusing, yata, yata, yata.

Later that night a state cop calls my gf and asks for her side of the story. My gf explains pretty much what I have explained and seemed reasonable about it and that we'd hear back from them.

It's now a month later and she just received a traffic citation (3702 failure to backup vehicle properly) from the police for the incident. My question is can they write her a citation when they (the police) were not there and no one has been found or admitted fault? Also, she has not heard anything from a lawyer of the lady or about her hospital visit or anything like that. I told her I don't think she is at fault and I don't think the cops can technically write her a citation for it. Even if they can I'm worried if she were to plead guilty just to pay the fine, get it over with, and not have to deal with it... then the lady comes back and try's and sues... my gf's guilty plea could be held against her as admission of guilt and she be held at fault for the incident.

Any advice before contacting a lawyer would be appreciated
