Medical Malpractice: Liability of Doctor Prescribing Xanax to an Addict and Addict Od's

My question involves malpractice in the state of: Georgia

My son (27 years old) has been to Rehab twice previously so he has been an addict for about 9 years. His drug of choice is Xanax. He recently (February 2017) went to see a GP in Georgia who prescribed him Xanax. He has continued to refill the prescriptions and now 10 months later my son has had 3 DUI's and lost three jobs and is back in Rehab as of 1/9/18. The most recent example of abuse is that the Doctor saw him on 1/3/18 and gave him yet another prescription for 45 pills along with 2 refills. The prescription was filled on 1/4/18 and in the course of 5 days he took 45 pills. My question is two-fold: 1) I plan to report the doctor to the State and wanted to know is this considered malpractice? and 2) Can my son pursue recourse against the doctor to pay for his cost of Rehab and lost wages? He has no insurance and I am currently paying out of my pocket the full expense to help him get better.
