My nephew owes about $3k on his federal income taxes from previous years. The IRS had been garnishing his refunds but in 2017 he did not work at all because of incarceration. I was his main source of income while incarcerated. Am I able to claim him as a dependent? Will the IRS garnish my refund because of his balance if I claimed him? We live in GA.
