Seller Did Not Issue a Title and Car Did Not Pass Emissions

My question involves a consumer law issue in the State of: CALIFORNIA

Last year I bought a car without a title. The seller only gave me a bill of sales and told me to finalize the paperwork in a DMV services office the next day. He issued me a registration with spelling errors and the car did not pass smog therefore, paper work could not be done.
He then called me and told me that the title is here but the car has not been smogged yet and according to Carfax, not a single title was issued or updated.
I also found out from the DMV that the car had liens and I was not notified when I was buying the car. Tags could not be renewed as well.

To sum this up, I had to cover $900 for smog repairs and lost another $4300 on a car with liens that wasn't under my name. The car couldn't be registered there was never a title or a pink slip that was issued to me.

My question is, how many laws did the seller break and if I took this to court, what is the penalty he can receive.
and what kind of consequences can he get
