Purchase Contracts: Personal Property Left Behind at Settlement

My question involves real estate located in the State of PA

I'm selling a house that I was in the process of remodeling, so still has a lot of my personal items - some tools specifically purchased for the completion of this project (which I intend to convey to the owner), other tools that I've owned for years that I brought from home, just in case they'd come in handy (so I'd like to keep them).

What I need to know is whether this clause is stipulating the every item that was in the house when the buyer bid on it must remain, or whether I'm free to remove tools before settlement.

"Unless stated otherwise, the following items are included in the sale, but not in the Purchase Price: All persponal property left behind at settlement, including tools and construction materials"

My interpretation was - whatever is left belongs to the buyer, but agent is saying otherwise.

What does it legally mean?
