Parking and Access: Access to Garage

My question involves landlord-tenant law in the State of: Massachusetts

Hello, and thanks in advance for taking the time to read my post.

So, I live in a 5 bedroom house of which I am some kind of tenant/landlord/super...(I'm not entirely certain of exactly what I am lawfully considered to be although it has been suggested by some on this site that I am a landlord)...I have a year long lease with the owner of the house for the full amount of rent, and I have month-to-month leases with 4 other people (with landlord's verbal permission) with whom I split that rent. They pay me rent/utils (utils are all in my name), and I pay the owner.

I pay extra as I have the master bedroom and sole usage of the attached garage (I'm a mechanic, lots of tools etc.). One of the rooms on the basement floor (house is on a hill so the room is half underground, there are windows but I'm not sure if they're large enough for someone to fit through) is attached to the garage, meaning there's an outside door which enters to the garage, a door inside the garage which opens to the room, and then a flight of stairs inside the room which goes up to the kitchen. My sole usage of the garage is a well known fact, but it is not made explicit in writing. I have verbally informed everyone of the higher rate that I pay for the right, and no one has taken issue with it thus far.

The housemate that lives in the room by the garage has taken to smoking cigarettes in the garage, which is explicitly in violation of his lease(and mine). I've had many a conversation with him about it, alas, there appears to be no end in sight. I likely will not be renewing his lease in the near future, but he's a friend I'm attempting to reform and I'd rather not kick him out during the middle of winter.

I'm tossing the idea around of putting locks on both of the garage doors so that he does not have access. I believe he smokes there because of the convenience, and I don't believe he'll take up smoking in his room, but rather go upstairs and outside to the front porch where he should be. My concern here is whether I'm violating fire codes by locking him out of the garage. There are two exits on the floor above him, but this leaves only one exit from his room.
