Custody and Visitation Issues: How to Go About Getting Custody

My question involves a child custody case from the State of: Louisiana

My fiancé' and I have been raising his daughter for a few years now and have been the sole providers for the child. She's 10 & her mother is a drug addict who also has clinically diagnosed mental issues. They were not married when the child was born so I know that the mother is considered to have full custody over the child but she is unfit by a long shot. She will not sign over rights either.
This is where the problem lies: My fiancé is not an American citizen and he has been residing in America illegally. Does he have any rights to fight for custody of this child? Furthermore if we were married, would I have any rights - as a stepmother- to fight for custody of this child?
