Speeding Tickets: Officer Lied About Speed, Incorrectly Filled Out Ticket

My question involves a traffic ticket from the state of: Virginia.
This also occurred in a Federal Park.

On Sat night at approx 11:15 pm I passed a Park Ranger who was on the bumper of a vehicle in the opposing lane, and when I got next to him he hit is lights and made a u-turn. However after making the u-turn he turned off his lights and hung about 7-10 car lengths back and followed. Upon getting to a section of the parkway where the limit dropped from 45 to 35, he got up on my bumper and hit his lights again. I was slowing down as he hit his lights.

I pulled over shortly after, and he approached the vehicle and asked if I knew why he stopped me. I was honest with him and told him I had my cruise control set to 50mph. He then proclaimed that I was traveling at 76mph, to which both me and my passenger objected.

I gave him my info and as he was filing the forms out, another officer approached from the passenger side to make it appear as if he was in the pursuit car. He was extremely cocky and asked us to give an excuse for traveling 76mph, to which I angrily replied I was traveling 50 and the dashcam footage wouldn't show me blasting past at high speed. He then nervously chuckled and claimed the pursuing officers radar had been calibrated at the beginning of the shift.

He returned to the pursuing vehicle and had a work with the officer filling out my ticket. The original officer returned and gave the ticket to me to which I signed, and despite the fact it should've been wreckless driving he said I had the option to pay in court. As we pulled out I looked in my rear view mirror and saw a second set of headlights next to the original officer which confirmed to me that the second officer wasn't in the pursuing vehicle.

Upon returning home I began going over the ticket and found quite a few incorrectly filled section.

For starters he listed the infraction time as 2:30 am which is approx 21 hours prior to him pulling me over. He also listed the infraction as excessive speed despite him lying and telling me I was doing 31mph over the limit. The section he wrote down is also wrong, citing 36 cfr 2.41 section M, when the correct infraction would have been reckless and the correct code would have been 36 cfr 2.63. Section M of 2.41 also doesn't exist.

I have since filed a complaint with the national park service over the incident, and also have a consultation with a traffic lawyer Fri. My friend who was present said he spoke with his friend who's a State Trooper who claims if I get the correct lawyer I can have the case dismissed.

Is this correct, or I am most likely to have the speed reduced to 5 over?
