Please with CVC 22522

My question involves a traffic citation from the state of: CA

Here is the law as was able to find it.
"Parking Near Designated Sidewalk Access Ramps

22522. No person shall park a vehicle within three feet of any sidewalk access ramp constructed at, or adjacent to, a crosswalk or at any other location on a sidewalk so as to be accessible to and usable by the physically disabled, if the area adjoining the ramp is designated by either a sign or red paint.

So does that this law mean that there needs to be a sign or a red curb. because the corner I parked on when i got this ticket didn't have either. I was blocking it completely but i had no idea, I’ve seen cars parked there all day(receiving no ticket) and i have parked there and never received a ticket before. As i stated, there is no sign warning about a fine from parking in that spot, nor is there any psint indicating that you shouldn’t park there.
