Payment: Who Pays for Repair of a Shared Sewer

My question involves a consumer law issue in the State of: Washington (King County)

We recently purchased a house, but before doing so we had a sewer inspection, which informed us that we'd have to do some work on our sewer almost immediately. Based on that information, we scheduled the repair, which replaced about 100 feet of sewer line. At the very end of our sewer line, just before it reaches the street, it connects with our neighbor's sewer, and we share the same line for the remaining length.

Now, once our sewer repair team got to work at the end of the sewer (had to dig up the sidewalk), they found some cracks and issues with the shared portion of the line. That was something the original sewer scope did not detect. They told us that this should be repaired or otherwise we risk a messy situation soon--likely within the next year. This would have a larger impact on our neighbor, due to the fact that our home is situated on a hill above theirs. So they'd have a flood, not us.

Based on that information, we decided that the right thing to do was to have it repaired. Turns out, our neighbors are renters so we had to contact the landlord and property owner. She got back to us finally, after we had authorized the repair.

Long story short, she does not want to contribute to the repair of the shared portion of the line. While there was no emergency sewer situation, both of our properties benefitted from the repairs that are made.

Are there any laws or rules that would make it her responsibility to share the expense? Or is it on us because we approved the repair?
