In Transit Permit

My question involves vehicle registration or title in the state of: Colorado/Indiana

I am flying to get my daughter's car, which my father left her when he passed, which was signed over to my mother. My daughter will not be with me when picking up the vehicle, so I am unable to get temporary tags while in Indiana. I will be driving the car back to Colorado where we will register it and get temporary tags. How do I get in transit permit to drive it back? Do i get the permit in Colorado or in Indiana. My sister states that I can just hand write on a paper in transit and place in by the windshield but I don't believe you can legally do that. My sister insists on removing the license plates from the vehicle as well. All I will have would be the title signed over to my daughter and insurance on the vehicle. What do I need to do to legally drive the car back?
