My question involves real estate located in the State of: California
Where I live is a community of private streets. When the area was subdivided in the early 1960's it was required of everyone to join this association whose main reason for existence is to maintain the streets and maintain the insurance on the easements we all have upon which cars pass. The problem is that for many years now the streets have been neglected, with only patching being done here and there. There is a push now by the president of the association to spend the entire treasury to have the roads repaved. For that they want to levy an additional acessment of $900 per household. This notice was stuffed into everyones mailbox with a note that its time to pay the dues. I want to know who they contacted to do this work. Was a civil engineer consulted? And so forth.
Recently I asked the president of the association for the last 5 treasurers reports, the minutes of the last 5 board meetings and when the last annual general meeting was held. Under the bylaws every member has a right to access this information. This in an attempt to find out what is going on. What I was sent were a few loose sheets copies of checks spent, minutes of one meeting held in 2015 and that was it.
There are people on our street that refuse to pay their dues to this group. I have paid till now but I am having second thoughts. Should I continue to pay dues to a group that does not fulfill its mandate nor operate in an open and transparent fashion?
