Handicapped Placard vs Speeding

I've been in many accidents caused by 'older' drivers hitting me than hit by a speeding car.

Why don't the police ever give tickets for driving with an obstructed view? (For those big hanging handicapped placards which block their view even further.)

They seem much more likely to go after a lowered Honda with tinted windows doing 5mph over the limit than a senior citizen who drives with a handicapped placard hanging from the mirror.

I would think they both are breaking the law. But has anyone even heard of anyone getting a ticket for leaving a handicapped placard up while driving?

Older people , in general, have poor vision. I wonder who's brilliant idea was to create a large white and blue 'blind spot creator' to hinder their road view further.

Yes, I know it clearly says "remove before driving" in plain English at the top of the placard.. But they never do. Not making an excuse, but older people may 'forget' things...so is it a good idea to depend on their memory to remove it before driving?

Seems like some laws aren't really thought out. If anyone has heard of getting a ticket for obstructed view, I'd like to know.
