Criminal Records: American Expat Needs Copy of Old Case Records for Foreign Citizenship App, How

My question involves criminal records for the state of: Georgia

Hello, everyone. I suspect this is a simple question with a straightforward answer.

The expat is 50. The case is from 1987. They were sentenced to six years probation as a first offender (most of it was unsupervised) and have never been in legal trouble since. They now reside overseas (as of 2011) and would like to apply for citizenship in their new country of residence. Although the form does ask about criminal history, a local solicitor said that the facts of the case as stated by the expat were not necessarily a bar to applying. Because of a natural disaster, unfortunately, all of their paperwork from the case was lost and will need to be replaced.

A solicitor's assistant in the same town as the court where they were sentenced was unable to obtain a copy of the criminal record or case file because the clerk of court needed more information to locate the file. The solicitor's assistant recommended that the expat obtain a copy of their own criminal record in order to get the information needed for the search, but wasn't able to tell them how to go about doing it from overseas.

Do the experts on this board know what the proper procedure is for the expat to obtain the criminal records from overseas? Could I do it, or does the requestor need to be an American citizen or even the expat themselves? Is it a matter of ordering it from a website? We would be grateful for your best help.

Edit: They said the case was a white-collar felony and the jurisdiction was the State of Georgia, not a "federal" case, if that is helpful.
