Compensation and Overtime: Automotive Dealership Group Not Paying Techs Until Cars Are Picked Up

My question involves labor and employment law for the state of: California

Hello All! I've been trying to find information and the legality of my current employer. We're all flat rate technicians but one thing that none of us can find information on is whether or not this particular major automotive dealership group is within the CA labor laws. I have tried contacting the labor board but have not had any luck talking to an actual live person.

Here's the situation. We are not getting paid on vehicles UNLESS the cars are paid in full and picked up. May sound harmless, however when we do a big engine job the car can literally sit for two or more weeks. We are on a biweekly pay period so depending on the situation and timing we can be going home with a 20hr flat rate check for that pay period. They do pay us double minimum wage for "non productive" time but depending on your skillset that could be close to a $20/hour difference. Our gut feeling is that this not legal and or there is a loophole that they are aware of.

Is this legal practice? We see it similar to a contractor building a home. If the job is completed, he/she should get paid then and there once the job is done. Sadly, this auto group own several dealerships and they do this at all of them countrywide.
