Reckless Driving: Failure to Maintain Proper Control; Faulty Brakes

My question involves criminal law for the state of: Virginia

I was recently pulled over by a State Trooper who said that he suspected me of DUI. After a field sobriety test and a breathalyzer, he realized I wasn't intoxicated. He decided to charge me with
"RD-OP Improper Brakes - MISD" (A.46.2-853) before allowing me to drive home. I was on a poorly lit residential road at 10:30 PM, and was lost trying to find my way out of an unfamiliar neighborhood. I wasn't speeding, wasn't in an accident, didn't go off of the road, didn't go in the other lane, and there is nothing wrong with my car. I'm AD Military, so I've met with the base Area Defense Council and the Security Forces Civilian Liaison who both told me that the charge is likely to be dismissed. Because of the severity of the charge, as well as my need to maintain my TS/SCI Security Clearance to continue doing my job, they both advised me to hire an attorney. They both also warned me that the county is extremely "conservative" which makes them think that the judge may side with the Trooper regardless of the facts of the case. I've not been given a quote lower than $750, and was wondering if, given the circumstances, it's actually necessary to pay that much to get the charge dropped... That's a lot of money for an E-4... Any advice would be greatly appreciated.
