Retail Fraud / Shoplifting: Can You be Charged With Shoplifting by Concealment if You Haven't Left the Store

My question involves criminal law for the state of: North Carolina.

So my boyfriend was caught in Wal-Mart for shoplifting. How can they charge him with a crime when he didnt make it out the door with the product. He wasnt even arrested he got a concealment of goods charge. I work for a well known grocery store and I've always been told they have to make it out the door before they can be charged.
