Nuisance: Shared Driveyway

My question involves real estate located in the State of: Ohio
I just rented a house I am in the process of moving in to. (I plan to buy it in a year or so, the landlord is a friend). There is a one lane shared driveway that leads to two garages behind the houses, mine and the neighbor's. The neighbor states because he owns his home and has lived their longest he does not and will not allow access to my garage. He parks his vehicles there. The current landlord says every tenant has fought and he is stubborn and never gives in. No one has gone the legal route as the neighbor bullies and says he is legally in the right. I want to send a bill monthly for the average rate of parking in the city parking garages and if he does not pay take him to small claims court since I pay to rent a garage and off street parking he blocks access to. Not sure if that has legal standing. I work midnights so walking down city streets at night is not exactly ideal. I would park after he goes to work and just have him towed but other tenants have played that game and he just moves when the truck arrives to tow. However, he may not be prepared for the midnight shifts. I need a permanent inexpensive fix for the situation without petty games. I can totally afford small claims and if he pays for parking then I can suck up that compromise haha
