Modification of Custody: Moving Child Support Case to Another State

My question involves a child custody case from the State of: Georgia

I'm single father looking for advice that is best for me and my child who is 6yrs old now. My divorce and child support case was finalized in Missouri back in 2013, I was given primary custody and child support by the judge. I filed relocation papers and have been living in Georgia with our daughter for about 4 years now. Financial situations have changed quite a bit since then as we both make more than we used to, however the support amount my ex was required to pay remains the same. I take care of all medical, dental, doctor visits and living expenses. We had a parenting plan in place such as every other weekend but frankly we cannot abide by them anymore since we are living in 2 different states now.

My issue is that I'll get these forms from child services every now and then to update my information (where I live, where I work, my asset, etc.) and if I dont respond they say the child support case will be dropped. My ex has not be compliant with these forms as they also keep asking me where she lives and work to which I can't provide because my ex wont give me any information. Basically child services has no information on her since she doesn't report her income or where she lives to them. I only know she works at a salon and gets paid in cash and tips.

So my question is, is it wise to close my child support case in MO and re-open one in GA or can I just move the case to GA? What gets me is that when I am finally able to contact her or she contacts me, she keeps playing mind games and says she's broke or going to take me to court because I took our kid here to GA and I dont let her see her daughter which is false as I have told her we can split the plane ticket if she wants to come visit. I also dont know how a broke person buys a new car but that's beside the point. I'm just concerned I'd have to go back to Missouri for a child support hearing as I live in GA now, time is money. My ex also doesnt have a good parenting track record since the child has never lived with her long term (no more than 2 days). She rarely calls or text asking about our daughter. Some times she can go 3 months without calling to check up on her daughter and I also dont get support payments on a consistent basis, maybe she'll pay one month and not the next. Essentially I dont want any lawyers involved unless absolute have to.

Another question is will another state increase or decrease support payment amount based on one party failing to report income and can I just file for abandonment from the mother and not worry about it anymore. Is child support still just based on the non-custodial parents gross income or do they add both party's income together now?
