Legally Removing an Illegal Fence

My question involves real estate located in the State of: Mississippi

My neighbor erected an 8-ft fence and has encroached onto my property by 8 ft. When my surveyor completed his survey and correctly marked my property with the pink flags, showing the neighbor his true property line, my neighbor pulled the pink flags up and put up a no trespassing sign. I have sent him a certified letter demanding that he remove his fence in a 7-Day time frame and that if he does not and it is necessary that I have the fence removed, on the 10th business day all the financial burden to include labor per hour of removing the fence and restoring my property to its status before he disturbed it, will rest on him. I am recently terminally disabled. This neighbor has learned this information and has reacted rather rashly. He has rushed into a building frenzy as if he were entitled to my property!
I know about courts and lawyers and their high expenses, which I really can't afford at this time in my life. He should be taking ME to court to prove this is his land instead of visa versa.
Q: Can I legally present him with a notarized and certified document that forces him to remove his fence and can I remove it under the terms listed?
