Unregistered Vehicles: Ticket for Failure for Initial Register Seems Incorrect

My question involves vehicle registration or title in the state of: WA

I purchased the car in CA, drove it up to WA state several months ago. I had paid both sales tax and registration taxes in CA when I bought the car, as they required me to do so. They also sent me registration and plates, which I placed on my car.

I received a $1,110 ticket that states I needed to do so in WA as well, which I dont think is going to hold up well in court? Also, they fine is double what is stated in the RCW I read.

"(4) Failure to make initial registration before operating a vehicle on the public highways of this state is a traffic infraction. A person committing this infraction must pay a fine of five hundred twenty-nine dollars, which may not be suspended, deferred, or reduced. This fine is in addition to any delinquent taxes and fees that must be deposited and distributed in the same manner as if the taxes and fees were properly paid in a timely fashion. The five hundred twenty-nine dollar fine must be deposited into the vehicle licensing fraud account created in the state treasury in RCW 46.68.250."

Not only that, but the WA state patrol man held me there for 30 minutes while (as he confessed) was looking for find a criminal violation for me with my plates. Not a very nice man.

Bottom line is that i have a legally registered car in the state of CA, while driving with a WA state license. He felt that I needed a criminal charge.

Im hoping to fight this in court, as i feel it's harressment and unjust.
