I live in California and parked my car at a private property lot held open to the public in front of a drug store at 2:25 AM and left the car by itself to go somewhere else. When I returned at 3:16 AM my vehicle was already towed. The time stamps on the receipt from the towing company says

Now I paid the fees at $405 and got my car out, but this violates Vehicle Code 22953 which states: On private property held open to the public, such as a restaurant, there is a grace period of one hour before a vehicle can be towed. My vehicle was not violating any of the conditions that would allow it to be towed immediately; it was not in a disabled / handicapped parking space, in a way that interferes with an entrance or exit to the property, in a fire lane, or within fifteen feet of a fire hydrant. My car was at the parking lot for 46 minutes before it got towed. Now I am hoping to get cctv footage from one of the stores nearby that shows when I parked and left the car with the time stamp. I'm looking to call the police to come help me retrieve the footage as I doubt the store would release it to me if I went alone, and since this is an illegal tow, I don't see why the police wouldn't help. What's the best way to go about asking the police to come with me to retrieve footage? Would this be sufficient evidence to dispute the tow? What is the next step to take after/if I retrieve footage and how much would I get reimbursed back for the illegal tow? Thanks for the help!
