Determination of Fault: What to Do if You Don't Get Adequate Information from a Driver Who Causes an Accident

My question involves an accident that occurred in the state of: California

My brother's car was hit on Saturday (2 days ago) by another car in a parking lot of a strip mall.
The other guy backed up into my bro's car. Nothing serious, minor fender bender but my bro panicked and the only info he has is the other guy's cell number and name.
The other guy got out to check if my bro was okay and everything but my bro never asked for any info aside from his name & number.
My bro said he'd call him later and has not answered since. It rings but no answer.

My brother didn't even look at the other party's license, insurance info, no pictures taken, no police report...

What are our options? Technically it wasn't a hit and run because the guy got out but my bro just didn't ask for info. Or how does it work?
Can we still file a police report?
How can we find the responsible party?

We already made an insurance claim and they called the number but no answer as well.
In the event that our insurance pays for it do I have to pay the deductible? Will my rates go up?
Should we just take it as a lesson learned and move on?
There's security cameras on the little strip mall but how can I request video?

We are overwhelmed by this situation and need expert advice. Thanks in advance.
