Health Insurance: Travel Insurance - Power of Attroney or Executor of Estate

My question involves insurance law for the state of: Texas

My mother visited Texas from south East Asia to spend few weeks with me here in TX. However, she passed way due to sudden illness. The travel insurance company, which is based in US, is requesting a Power of Attorney or Executor of Estate from the deceased person’s husband, so that he can submit the claim authorization form on behalf-off of the deceased person. Only, if this form is submitted, they will process the medical bills submitted by the hospital. If not, they will reject the claims provided by the hospital.

What legal options I have, to obtain Executor of will from a probate court. Deceased person is not resident of TX & also has no property in US or her country of origin.

Also, is there any other legal document which can be obtained using the death certificate & use this legal document to submit the claim authorization form on behalf-off of the deceased person.
