Arrest Procedure: Friend Says He Had to Bail Out with No Charges

My question involves criminal law for the state of: Michigan

Hello I just recently had a friend of mine supposedly get arrested, his car impounded, and bailed out...

Now he says he was falsely accused of steeling something at a bar (witch he really wouldn't do something like this, I 100 percent know he didnt) and the bar called the cops and reported a theft after he and his girlfriend left. He was shortly pulled over, and from my understanding arrested under the accusations of theft. They took him to the local court house where he bailed himself out supposedly... after asking him what his charges were that he bailed himself out of, he told me he didn't get charged with anything....

Now im under the impression you have to have an arraignment and a charge brought against you to have a bail set to pay, or is there something I'm missing...
