Vehicle Modification: Pulled Over for Front Window Tints (Not Tinted) but Ticketed for Emissions and Db

My question involves a traffic ticket from the state of: California (Los Angeles)

Hello Gentlemen,

First off, thank you for your time! I would really appreciate your help if possible. I was pulled over a few weeks back on my way home from work. The office who pulled me over told me it was for my front window tints. After I told him that my front windows were not tinted he told me the exhaust sounds a little loud... I told him the car was bone stock (BMW M4). He proceeded by telling me that he does not know much about cars so he called another office to come over and take a look. Shortly after the other officer arrived and checked my car he told him he wasn't sure because he couldn't see well under the car. The first officer proceeded by issuing me a ticket for 27150A & 29 27156B 29 (emissions and loud exhaust). Fair enough, I took my car to the state referee office and passed both tests successfully. I haven't gone to the court house to submit the proof of "correction" yet. Now what confuses me is the letter I received from the Los Angeles Superior Court asking me to pay $685.00 for bail. On my ticket the officer did NOT mark the ticket to be correctable or not (not sure if this matters). I thought this was your usual fix-it ticket where you fix it and pay $20 something dollars at the court house. Why am I being asked to pay such a high amount? How is it fair to me to have spent already $100+ on the state inspection + another $685 for bail?? It just makes no sense to me.
