Pets: Ordered by Landlord to Get Rid of a Dog After it Killed an Unrestrained Dog

Live in palm beach county which has a lease law. My wife was walking the dogs out in the hall when an unleashed dog ran down the hall jumped in my dogs face and it was killed. Animal Care and Control sited other party with 200 dollar ticket for the deceased dog being off the lease saying there was no wrong doing on our dogs fault. We received a letter the next day asking us to remove our dog from the building. Our dog was not at fault how can that even create a situation which it appears since the dog is being asked to leave that he committed wrong doing. The kicker is that the dog was very small and my dog large. I did do research the ordience of the lease law does not change in accordance with size. What can I do
