Custody and Visitation Issues: Dismissal of a Family Court Case Without Prejudice

My question involves a child custody case from the State of: Florida

My fiancée has a case in Florida that was dismissed without prejudice for failure to file paperwork she had 20 days to send in paperwork after explaining to the Judge she never received a petition or summons. The only thing she received was a default notice and a parenting plan.
She left Florida and moved to Missouri because she was afraid for her life but she never had any proof of domestic violence. She had multiple death threats if she left with their daughter. She didn't ever call the police she basically waited until he left the keys to the car and no one but her and the kids were home and she left. I can tell she had an abusive relationship because when we got together she would flinch anytime she did something that would make her ex angry like spilling something. It started to finally go away after a couple of months when he showed up with an order to pick up Minor child and everything changed. This case sometimes puts a lot of strain on our relationship and I am getting tired of him controlling her from about 1200 miles away. I would believe it would be to late to do anything about that. Also there is an issue with his living situation he lives in a 2 bedroom house with his parents with multiple animals mainly cats with only one litter box. There are rats bugs and cat pee and poop everywhere. They don't clean their house so it looks like a hoarder house.
Also he doesn't have a legal job meaning he most likely hasn't ever paid taxes and he doesn't have a license for his profession yet he claimed it on the court documents as his job. We can not afford an attorney and some how make too much for assistance. He put the wrong address on the summons and petition but sent other papers before and after to the right address and everything he sent had the wrong case number which is I believe why they gave her an extension but we sent paperwork it just arrived at the court 2 days late and they dismissed the case. Is there anyway they are going to look at the paperwork she sent and reopen the case or will we have to file a new case. We are trying to save the money for an attorney. But it is hard considering all of our bills and the fact we probably have to put her son in counseling because he isn't around his little sister anymore and he isn't taking it well. I don't my soon to be stepdaughter to be in an environment that when my parents got divorced is the exact reason my dad didn't get custody. Also her and her ex were never married so there was nothing illegal with her moving out of state. Also part of the reason they got an order to pick up child was for a UCCJEA which pretty much states she kidnapped her daughter for the purpose of filing out of state for a better judgement which she didn't file anything anywhere
