Compensation and Overtime: Federal Employer Wants to Make a Correction of the Salary Offered After Joining

My question involves labor and employment law for the state of: District of Columbia

After a few weeks of starting my new federal job, I was recently notified by HR department of my federal employer that the salary that was on the offer letter was calculated incorrectly and they have to fix it per the calculation that is specified in the government policy. The new reduced salary will put me close to what I was already making with my last federal agency and with this job change my cost such as commuting and benefits have gone up so I will end up making less than before. Also, with how the pay increases were structured for my last federal employer I would have been able to get my salary bumped up to what was initially offered next year anyway but now with my current federal employer (per their pay increase structure) it will take me four years to get to the salary that was initially offered.

Do I have any grounds for legal action?
