Motions: Tenant Parking Rights

My question involves court procedures for the state of: North Carolina. My car was recently towed from a parking space at my apartment complex, by another tenant. I had called the police and and the police officers instructed me to take my neighbor to small claims court. They were both just as puzzle as I was. My neighbor claimed that I was in his parking space and had my car towed. When I called the towing company, I had to pay $150 to get my car back. I was heated at this point. The apartments units are lettered and so are the parking spaces but according to the lease agreement and the rules and regulations that I signed, there is no designated parking spaces. It specifically states "The parking spaces are provided for each tenant based on one vehicle per space. There are no designated parking spaces except for the Handicap. Extra parking spaces are provided for overflow parking for guest (s) of tenants. Any violations of this parking regulation will be subject to their vehicle being towed at the owners expense". Also, according to paperwork my neighbor lied and stated that he was th owner of the vehicle and it had broke down. What are my options at this point?
