My question involves a traffic ticket from the state of: west Virginia

I was tagged as I was approaching a stop light. It was a red light on a Sunday morning in a church town. The roads were crowded. I was slowing down, and, mathematically, based on proximity to the stop light, I wasn't even close to the speed limit unless I have a death wish.
The ticket is full of errors. There's no mile marker. There's no court identified to even mail the ticket back to (I had to look up on google the Burger King I passed shortly after to figure out what town I was in - and then call for the address. It is 400 miles RT from my house).
I was tagged going 15 over but he "only wrote me up as going 10 over so I don't get points."
I wrote a letter pleading my case. They told me I either pay the $150 fine (is that normal for 10 miles?! This seems excessive), show up in court to plead not guilty, or pay the fine AND pay to attend online traffic school to avoid points submitted to my home state. The officer said no points...?
This all seems absurd. Reading other posts, my odds of challenging in court aren't good. The high fine and resulting points seem excessive. When I called the court to explain the clerk said they have people come in "daily from out of state. They just had someone in from Canada." I can't help but think it's a case of out-of-state plate targeting. It's very costly to make the trip there, not that I have any reason or want to go there anyway.
Should I plea? I read elsewhere to subpoena the officer's training records to verify they were properly able to use the equipment. Does that work? Any other tips?
