Traffic Lane Violations: Ticket for an Illegal Right Turn Onto Highway in Los Angeles

My question involves a traffic ticket from the state of: California.

I made a left turn onto Robertson (at national and robertson) to get onto the 10 Freeway. The street is two lanes both sides. Now the right turn lane on Robertson to get onto the 10 is all the way backed up to the light (National and robertson). The freeway entrance is maybe 300-400 feet down after the light. So I turn into the left lane, because the right lane is bumper to bumper jammed, no one lets me in to the right lane, people are honking behind me in the left lane. The left lane then splits into two lanes at the entrance to the freeway both coming to a stop at a stop sign. So I go up to the stop sign, the stop sign has a no right turn sign (onto the 10), I made the turn anyway. A cop was waiting on the shoulder for just such an occasion and nabbed me. The violation he gave me was 22101 (b) v.c., as well as 5204 (a) v.c. (which is correctable).
