Discrimination: Private School Tuition Discount

My question involves education law in the State of: California

Hi all,

My son is currently attending a private preschool in California. Last week, parents were notified by a short email that they did not renew the contract of his much beloved teacher. She presumably quit on the spot after 24 years of dedicated service to the school. Let's just say a large percentage of families are outraged including myself.

Since the news I have found out that at least 5 families received a 10% tuition discount starting in June 2015. The tuition basically doubled a year ago and the parents that complained to the director received the discount and were told not tell anyone else. (it was not based on financial need- parents are all middle to upper class). I am a single mom supporting by son 100% by myself but I did not complain because I am not confrontational and I feared my son would suffer repercussions.

I did the math and I am paid about $1200 more than other families over the course of a year. I know it's not likely I will get the discount retroactively but I have asked to receive the discount for the last 3 months of school (about $300). I will meet with the director next week. My question is this: is it legal for the school to offer such an arbitrary, "hush-hush" discount? What recourse do I have if they deny my request (aside from pulling my son out of school)?
