Transfer of Title: Car Dealer Has Not Provided Title or License Plates, a Month After the Sale

My question involves a consumer law issue in the State of: Texas

I paid in cash for a 2003 Toyota Camry LE from a small used car dealership. The dealer told me that he would handle the registration and getting the title put in my name, and have them mailed to me. So, I paid him an additional $350 to do so. He also told me he would call me when my license plates came in. Its been 32 days now and still nothing. I've contacted the Tax office and they said the title still hasn't been transferred into my name, so I can't get my plates from them. I've contacted the dealer several times. He says its not his fault and that he sent the paperwork in. I looked up the vin number on my car and found that the odometer had been rolled back. What can I do to get the title and my license plates? I'm on my second dealer tag.
