Presumption of Paternity: Can Somebody Claiming to be Father of a Married Couple's Child Get a Paternity Test

My question involves paternity law for the State of: ca
My husband signed his daughters birth certificate at birth she is now 3 we have full custody of her. Now there is another man saying he is 100% sure he is father of this baby girl nd is petitioning for a DNA.
The thing is we do not care to take a DNA test she's already 3 can they force him???
