Restricted Licenses: How Can a Person on Probation Get a Restricted Driver's License

My question involves criminal law for the state of: Georgia

My brother resides in the state of GA. He lost his license in FL.
He now is on probation for driving w/o a license , and drug related charges in the state of GA.
How can he do all that is required of him if he can not drive?
Can he not obtain a work license? or a restricted license?
Any advice????
