Legal Fees: Can an Attorney Threaten a Lien Over a Disputed Legal Fee

My question involves court procedures for the state of: California

Essentially an attorney who is a friend of a mutual friend, was reviewing up a contract for me. He insists we had an implied agreement and is demanding $400, after I made a comment about how "expensive" he was. No bill has been received, nor final contract.

This comment has caused for him to threaten and harass me via TEXT MESSAGE stating he will "slap a lien on my home and garnish wages" if $400 is not received within 10 days.

I have not responded to his text messages as they are very hostile and threatening... but did e-mail him (like a professional would do) advising I would gladly pay in full if he could just send me a bill and final contract. In addition to the same threats in e-mail, he continued to the text messages and stated:

"On top of that when we go to court ill get to show your husband every text message you sent talking about (our mutual friend). This is gonna be fun. Don't pay me. Lets play this game."

I can honestly say I have been nothing but kind to this man. I do not understand why he would turn so nasty, but I am truly in fear that this guy is crazy and my husband and I would just like him to go away.

My question is, can I report his behavior/actions as attempt to blackmail?
