Privacy: Employer Medical Confidentiality

My question involves labor and employment law for the state of Arizona.

I am (technically) a government employee here. This is my first job so I don't really know for certain if this is a real issue but it raised my concern.

It's not really my business, but I was casually informed by a fellow worker about an incident involving a new trainee and our main supervisor. The trainee casually, PRIVATELY, mentioned to our supervisor that she occasionally experiences seizures but that her condition was under control. The supervisor didn't ask any questions. The supervisor proceeded to call in two employees into the room and openly disclose this medical information to them verbally, all in front of the trainee. The trainee voiced their disagreement with this and the supervisor said that the disclosure was necessary because the trainee could have a seizure on the job. The supervisor also said that as a result of the trainee's condition, the trainee would no longer be allowed to work alone because they are a liability and would be restricted from certain shifts. The trainee objected to this.

I heard this all from one of the employees the supervisor called in to disclose the information to. Those employees are not technically supervisors, they are employed one level higher than myself. We are student workers.

All of this seemed pretty fishy. I would get it if the people the supervisor disclosed the information to were supervisors or managers, but the information is so out there that even I know now. Apparently the supervisor did not tell those two employees to keep anything under wraps. Could this be a HIPAA violation or something? I guess it's none of my business but this trainee doesn't really know anything about her rights as a worker.
